Lewes MP Norman Baker has exposed the government's failure to back its promise on non-contact time for primary school teachers. In response to a written Parliamentary Question tabled by Norman, Education Minister David Miliband revealed that no additional funding will be available to help facilitate the forthcoming entitlement under which all teachers will be guaranteed 10% of their time for planning, preparation and assessment (PPA).
Speaking on this Norman comments:
"Under the National Agreement on raising standards and tackling workloads our over-worked primary teachers were finally guaranteed their long-overdue entitlement to time away from lessons to help catch up with paperwork. However, it now seems that this is a very hollow promise. The Government provides the time but is not prepared to supply the funding necessary to back it up. These seem very weasel words indeed where schools have to make cutbacks in other areas in order to enable this crucial entitlement, rather than receiving the proper investment which the Labour Government insists is one of their priorities."
